The Evaluation, Learning and Knowledge Management Specialist acts as the program's learning engine, transforming monitoring and evaluation evidence into insights, recommendations and knowledge products that improve performance and outcomes. This role is pivotal in synthesising program evidence, learning and knowledge to inform thematic and program strategy, planning and management decisions. The Specialist advises on theories of change, assumptions and emerging risks, drawing on evidence and knowledge generated across the program. Day-to-day, the Specialist designs and facilitates program-level reflection and learning processes that identify cross-program lessons, emerging issues and opportunities for adaptation. They develop mechanisms to ensure learning is translated into changes to strategy, annual planning and activity design. The role requires a proactive approach to identifying and implementing new methods, tools and technologies to enhance evaluation, learning and knowledge management processes, working closely with the MERL Advisor, MEL Team, and Communications Team.

1. Program Background

Prospera Phase 2 is Australia’s flagship economic development partnership with Indonesia, supporting the Government of Indonesia (GoI) to advance sustainable, inclusive and climate-resilient economic growth. Building on nearly three decades of cooperation, the program delivers high-quality, demand-driven policy advice, institutional strengthening and Australian Public Service (APS) partnerships aligned with Indonesia’s national priorities and Australia’s economic diplomacy objectives.

The program is structured around two mutually reinforcing End-of-Program Outcomes:

strengthened macroeconomic, financial and public financial management systems that support sustainable, climate-resilient and inclusive growth; and

expanded markets, jobs, trade and investment through improved economic policy and reform implementation.

Across both outcomes, Prospera Phase 2 emphasises politically informed and evidence-based reform, sustained institutional capability, and locally led solutions rather than short-term technical fixes. Gender equality, disability and social inclusion (GEDSI), sustainability, climate and energy transition considerations, and localisation are embedded across all areas of engagement.

2. Purpose of the Role

3. Key Responsibilities

A. Strategy

Synthesise program evidence

○       Synthesise program evidence, learning and knowledge to inform thematic and program strategy, planning and management decisions, ensuring integration into relevant modules / portals in OneProspera

○       Advise on theories of change, assumptions and emerging risks, drawing on evidence and knowledge generated across the program

B. Organisational learning

Design and facilitate learning processes

○       Design and facilitate program-level reflection and learning processes that identify cross-program lessons, emerging issues and opportunities for adaptation

○       Develop mechanisms to ensure learning is translated into changes to strategy, annual planning and activity design

C. Evaluation and research

Oversee priority evaluations

○       Oversee priority evaluations, research and analytical activities, ensuring they address strategic knowledge needs and inform decision-making

○       Coordinate evaluation and research commissioning, including TOR development and quality assurance where required

D. Evidence and insights

Synthesise evidence

○       Synthesise evidence from reporting, evaluations, research, stakeholder feedback and other sources to identify trends, lessons and strategic insights

○       Develop concise knowledge and decision-support products for program leadership and technical teams (including for AWP adjustments)

E. Knowledge products and management

·        Advise on knowledge management

o   Work closely with PROSPERA leadership and relevant teams to advise on and strengthen the program’s approach to capturing, organising, synthesising and sharing knowledge across teams, thematic areas and program activities.

o   Collaborate with PROSPERA teams to strengthen systems, processes and tools that connect program evidence, research, stakeholder insights and implementation experience, ensuring knowledge is accessible, relevant and actively used to inform program delivery and decision-making.

o   Identify and support the adoption of practical AI-enabled and digital approaches to knowledge management, working with PROSPERA to assess, pilot and embed solutions that improve knowledge capture, retrieval, sharing and use.

o   Provide hands-on advice, coaching and knowledge transfer to PROSPERA staff to strengthen internal capability and ensure that improved knowledge management practices and systems are sustainable beyond the Adviser’s engagement.

Identify opportunities

○       Identify opportunities to improve access to and use of institutional knowledge across the program

○       Work with Communications and technical teams to translate complex evidence and learning into accessible knowledge products, briefings and visual materials to strengthen dissemination and uptake across internal and external audiences

F. Quality assurance and reporting support

Provide QA and advisory support

○       Provide QA and advisory support for monitoring and reporting processes as required, ensuring key evidence, learning and stakeholder insights are accurately reflected and emerging issues or opportunities are appropriately escalated

○       Support the development and quality assurance of results narratives and stories of change, where required

G. Compliance and Quality Standards

  • Ensure activities are designed and outputs delivered in accordance with Prospera's SOPs and standards, including technical quality standards, and donor requirements.

4. Key Relationships — Internal

Working at the heart of the program's learning and knowledge management, the role works closely with:

MERL Advisor — reporting and supervision line; direction, support and professional development

MEL Team — collaboration on monitoring, evaluation and learning activities; shared insights and knowledge

Communications Team — joint development of knowledge products, briefings and visual materials; ensuring effective dissemination and uptake

5. Key Relationships — External

The role engages with:

Australian Embassy — coordination on program strategy and knowledge sharing

GoI counterparts — collaboration on evaluation, learning and knowledge management initiatives

Other development partners — exchange of best practices and strategic insights

6. Qualifications & Experience

The successful candidate will have:

Essential

Master's Degree (S2)

Program evaluation: Leading evaluations of complex, multi-component development programs, including design, data collection, analysis and reporting

Organisational learning: Facilitating organisational reflection and learning processes that identify lessons, emerging issues and opportunities for adaptation

Knowledge management: Developing and refining knowledge management systems that effectively capture, organise and disseminate program learning and evidence

Stakeholder engagement: Building and maintaining strong relationships with key stakeholders, including government counterparts, development partners and program staff

Desirable

PhD in a relevant field: Provides advanced expertise and credibility in research and evaluation methodologies

Professional certification in evaluation: Enhances capability in applying rigorous evaluation and knowledge management standards and practices

Experience with international development programs: Offers contextual understanding and practical insights into working within complex development environments

Fluency in Bahasa Indonesia: Facilitates direct engagement with local stakeholders and enhances communication effectiveness

Published research or articles: Demonstrates thought leadership and contribution to the field of evaluation and learning

7. Skills & Competencies

The role requires the following skills and competencies:

Evaluation design and methodology: Expertise in designing robust evaluation frameworks and methodologies, including qualitative and quantitative approaches, to assess program impact and effectiveness

Data analysis and interpretation: Proficiency in analysing complex datasets, employing statistical and thematic analysis techniques to draw meaningful insights and inform decision-making

Knowledge management systems: Ability to develop, implement and refine knowledge management systems that facilitate the capture, organisation and dissemination of program learning and evidence

Facilitation and workshop design: Skilled in designing and facilitating interactive workshops and learning sessions that promote reflection, knowledge sharing and collaborative problem-solving

Report writing and communication: Strong capability in producing high-quality, evidence-based reports, briefs and knowledge products that effectively communicate findings, recommendations and learnings to diverse audiences

8. Language Proficiency

Professional proficiency in English is essential. Working knowledge of Bahasa Indonesia is highly desirable to effectively engage with local stakeholders and navigate the program context.

9. Working Conditions

This short-term adviser role is based in the Prospera Office in Jakarta. The work pattern is 4 days a week, with flexible hours to accommodate meetings and activities with local partners and government counterparts. The role may involve occasional weekend or evening work to align with stakeholder availability and program deadlines.
