We are seeking a Communications Specialist to supports Prospera’s external communications by translating complex program activities, achievements, and results into clear, engaging, and audience-focused narratives. Working closely with technical and operational teams, the role develops high-quality communications materials and content that showcase program outcomes, strengthen stakeholder engagement, and reinforce Prospera’s strategic objectives. Reporting to the Communications Lead, the Specialist provides practical communications advice and ensures messaging is timely, consistent, and aligned with program, partner, and client requirements. The ideal candidate brings enthusiasm, creativity, a growth mindset, and fresh ideas to strengthen Prospera’s communications and community engagement.

SUMMARY OF THE PROJECT
Prospera is Australia's flagship economic governance investment in Indonesia, supporting the Government of Indonesia (GoI) to advance inclusive, sustainable and climate-resilient economic reform. Implemented by Cowater International in partnership with the Australian Department of Foreign Affairs and Trade (DFAT) and the Government of Indonesia, the program runs from 2026 to 2035. Prospera is a dual modality program comprising partnerships between Australian and Indonesian government agencies along with distinct but interrelated Managing Contractor-led (Cowater) advisory and support services.

SUMMARY OF THE POSITION
We are seeking a Communications Specialist to supports Prospera’s external communications by translating complex program activities, achievements, and results into clear, engaging, and audience-focused narratives. Working closely with technical and operational teams, the role develops high-quality communications materials and content that showcase program outcomes, strengthen stakeholder engagement, and reinforce Prospera’s strategic objectives. Reporting to the Communications Lead, the Specialist provides practical communications advice and ensures messaging is timely, consistent, and aligned with program, partner, and client requirements. KEY RESPONSIBILITIES 

A. Content Development & Branding

Messaging

○      Craft clear, audience-focused messages that align with program objectives and resonate with target audiences.

○      Ensure messaging is consistent across all communications channels and materials.

Materials

○      Develop high-quality communications materials, including reports, newsletters, brochures and multimedia content.

○      Ensure all materials adhere to brand guidelines and are tailored to the needs of different stakeholders.

B. Stakeholder Engagement

Collaboration

○      Work closely with technical and operational teams to gather information and insights for communications materials.

○      Provide guidance and support to teams on effective communications practices.

Outreach

○      Engage with external stakeholders, including government partners and third-party vendors, to support production of communication materials and activities.

C. Program Support

Review and Improvement

○      Support reviews of communications processes and templates to improve quality and consistency of outputs.

○      Identify opportunities for innovation and enhancement in communications approach and planning.

Advice and Guidance

○      Advise internal teams on functional decisions related to communications and apply independent professional judgement.

○      Coach others in communications standards and processes, fostering a culture of excellence.

Ensure activities are designed and outputs delivered in accordance with Prospera's SOPs and standards, including technical quality standards, and donor requirements.

SELECTION CRITERIA

The successful candidate will have:

Essential

  • Bachelor's Degree (S1) in Communications, Public Relations, International Development, Public Policy, or a related discipline.
  • Demonstrated experience in strategic communications, stakeholder engagement, public affairs, or a related field.
  • Proven ability to implement communications strategies, messaging frameworks, and audience-focused content across a range of channels and formats.
  • Excellent written and verbal communication skills, with the ability to translate complex or technical information into clear, compelling and accessible content for diverse audiences.
  • Strong project management and coordination skills, with the ability to manage multiple priorities, deadlines and stakeholders in a complex operating environment.
  • Demonstrated ability to build effective working relationships and collaborate with multidisciplinary teams, partners and external stakeholders.
  • Experience commissioning and managing communications products and services, including working with designers, videographers, event providers, digital agencies and other vendors.
  • Strong understanding of communications governance, brand management, approvals processes and risk management.

Desirable

  • Postgraduate qualification in communications, international development or a related field.
  • Proven experience in managing social media campaigns and analytics.
  • Digital Communications: Experience in digital communications including website management, social media management and e-newsletters publishing.
  • Multimedia Production: Experience in producing multimedia content, including video, audio and graphics using content creation tools such as Canva, Adobe, Adobe InDesign, video editing platforms and digital content creation software.
